Public Records Requests

The Northern Middlesex Regional Emergency Communications Center (NMRECC) provides access to public records in accordance with the Massachusetts Public Records Law, M.G.L. c. 66, § 10, and applicable regulations.

Looking for a police or fire report?

NMRECC handles emergency communications records, including calls received through our systems. Police reports, fire reports, arrest records, investigative records, EMS patient-care records, and other department records should generally be requested directly from the agency that created or maintains them.

How to Submit a Request

Until an online public records request form is available, requests may be submitted by email or by mail.

To help us locate responsive records, requests should describe the records being sought as clearly as possible. When applicable, please include details such as the date, approximate time, location, community, incident number, telephone number associated with a call, or other information that may help identify the requested records.

9-1-1 & Telephone Recordings

NMRECC maintains recordings of 9-1-1 calls and business-line calls received through NMRECC's communications systems.

Requests for recordings of calls received and handled by NMRECC may be submitted through the public records process described on this page.

In some circumstances, another public safety agency may be the appropriate custodian of all or part of a recording. For example, if a call is placed directly to another police, fire, emergency communications, or public safety agency and is not received through NMRECC, requests for that recording should be directed to that agency.

If a call received by NMRECC is transferred to another agency, NMRECC may maintain the portion of the call handled through its systems, while the receiving agency may maintain recordings associated with its handling of the transferred call.

Other Police, Fire & EMS Records

NMRECC is an emergency communications center and is separate from the police, fire, and EMS agencies it serves.

NMRECC generally does not maintain department records such as police incident or arrest reports, investigative records, fire investigation reports, or EMS patient-care reports. Requests for those records should be directed to the agency that created or maintains them.

A single public safety incident may involve records maintained by more than one agency. For example, NMRECC may maintain emergency call and dispatch-related records while a police or fire department maintains its own incident report.

What Happens After You Submit a Request

NMRECC will process public records requests in accordance with Massachusetts law. Some records or portions of records may be withheld or redacted where permitted or required by law.

Depending on the scope of the request, the volume of responsive material, or the need to review records for legally protected information, additional time may be required to complete a request. Fees may also apply where permitted by law.
